چکیده
Overview After selecting and administering District Determined Measures (DDMs), districts need to develop a plan for using those assessments to make a determination of whether students have demonstrated high, moderate, or low growth. There are three components that help to determine student growth, including a clearly written rubric or scoring guide for assessing student work, directions for making a growth determination and finally, parameters for high, moderate, or low growth.

This paper introduces a new scoring criterion, factorized normalized maximum likelihood, for learning Bayesian network structures. The proposed scoring criterion requires no parameter tuning, and it is decomposable and asymptotically consistent.
